In a red velvet cake, it should be fine. Not all recipes can take the tang of sour cream, but this should be fine.Is there a difference between sour cream and buttermilk?
Sour Cream has a more bitter, 'louder' taste, white Buttermilk is heavy and sweet.

So, no, don't do it.
For sure. One cup of sour cream will replace one cup of buttermilk. You can also use plain yogurt. :)
