If I have understood you right you have a tight foreskin and may have trapped it behind the rim of the glans. This sounds quite serious if you have pain and swelling and you might need to go to Casualty/ER to get it released. Using soap or shaving foam is not a good idea for masturbation as they remove natural oils and you can chafe your helmet. You should use a lubricant such as KY Gel.
do you mean that you can't put your foreskin back over the knob from it being retracted? if that's the case, get to the doctor FAST. You'll do damage to your penis otherwise. If you mean that the foreskin is just swollen, then the shaving cream is probably to blame. I did that with hand soap. It might stay swollen for a day or two, but then should clear up.
